The Federal Ministry of Health (BMG)
The Federal Ministry of Health (BMG) plays a key role in the design and implementation of digitalisation strategies in the German healthcare system.
It works closely with gematik and other relevant stakeholders to ensure interoperability and the effective use of digital technologies. This includes the development and implementation of standards and guidelines to ensure that different systems and applications in the healthcare sector can communicate with each other and exchange data smoothly. The close cooperation between the BMG, gematik and other organisations is crucial in order to successfully implement these goals and drive forward the digital transformation in the healthcare sector.
gematik GmbH
The gematik GmbH is responsible for the design and further development of the telematics infrastructure (TI) and defines legally binding standards and specifications for TI components and services. In addition, gematik is also responsible for the introduction, operation and further development of the electronic health card, certain specialised applications and other applications for communication between healthcare professionals, payers and insured persons.
gematik specifications are approved for nationwide operation and are therefore binding interoperability specifications. All specifications, guidelines, checklists and authorisation applications can be found in gematik's specialist portal. As a central platform, it offers manufacturers & providers, IT service providers, service providers, primary system manufacturers and health insurers all relevant specialised information on the telematics infrastructure.

Associations of Statutory Health Insurance Physicians (KBV)
The Associations of Statutory Health Insurance Physicians (KBV) is the umbrella organisation of the 17 Associations of Statutory Health Insurance Physicians. It organises nationwide outpatient healthcare close to home and represents the interests of panel doctors and psychotherapists at federal level. Around 73 million people with statutory health insurance receive the same high-quality medical care throughout Germany. One of the most important self-imposed goals is to improve the conditions so that the organisations can actually assume the legal mandate and responsibility to ensure the provision of care. In the same way, the KBV is always at the table during negotiations on the range of services provided by the statutory health insurance funds and the remuneration of doctors.
mio42 GmbH
In cooperation with the German Association of Statutory Health Insurance Physicians (KBV), mio42 is developing the so-called "Medical Information Objects (MIOs)", contributing significantly to solve problems in healthcare .
Their main aim is to enable medical practices, hospitals, laboratories and many institutions and individuals in the healthcare sector to exchange relevant patient data for joint treatment (via the ePA) across software boundaries.
MIOs ensure that medical data can be understood interoperably by every system in the healthcare sector, it is documented in a defined format based on international standards and terminology. In technical jargon, this is referred to as medical information objects, or MIOs for short. This enables the exchange and processing of data between individual players within the healthcare system, regardless of the software system used.
Federal Institute for Drugs and Medical Devices (BfArM)
The Federal Institute for Drugs and Medical Devices (BfArM) plays a significant role in the field of interoperability, particularly concerning digital health applications and medical products. It develops and monitors standards and guidelines to ensure that these products and applications are interoperable and can effectively communicate with other systems and platforms in healthcare. Additionally, the BfArM collaborates closely with other relevant stakeholders to advance interoperability and the integration of digital technologies in healthcare, ensuring they adhere to the highest quality and safety standards.
The Medical Informatics Initiative (MII)
The Medical Informatics Initiative (MII) is a project funded by the Federal Ministry of Education and Research. It creates the conditions for bringing research and healthcare closer together. The MII promotes data integration centres at university hospitals in order to be able to link research and care data across locations. To this end, innovative IT solutions are developed for individual medical applications.
